Backgorund
In preparation for Hajj Operations 2024, the Ministry of Hajj and Umrah, Kingdom of Saudi Arabia, directed the Ministry of Religious Affairs & Interfaith Harmony (MORA), Government of Pakistan, to rationalize and reduce the number of Hajj Group Organizers (HGOs). In response, the Hajj Organizers Association of Pakistan (HOAP) proposed the establishment of a Special Purpose Vehicle (SPV), to be known as a Munazzam Company. After review and vetting by the Securities and Exchange Commission of Pakistan (SECP), the Competition Commission of Pakistan (CCP) and other members of the Hajj Policy Formulation Committee, the proposal was approved by MORA.
Under this framework, existing quota-holding HGOs were consolidated into defined groups/clusters, each affiliated with a Munazzam Company. Each Munazzam was authorized to manage dealings with the relevant authorities in the Kingdom of Saudi Arabia. MORA allocated Hajj quotas to the Munazzam Companies with a detailed breakdown of each HGO’s share. This protected the rights and interests of every HGO and enabled MORA to monitor the performance of each HGO under its respective Munazzam.
